Лаунчер попросту не может загрузить себя с интернета, советы по отключению других программ не помогли

Переустанови Джаву.

Если бы банальная переустановка джавы помогла, я не лез бы на форум за помощью. Стоит jre-7u72 т.к. лаунчер требует JRE 1.7.0, с установленной JRE 8-й редакции лаунчер отказывается запускаться

Удали полностью лаунчер и скачай опять.

Может еще компьютер посоветуешь перезапустить? Проблема в том, что установщик не может скачать лаунчер с интернета. В итоге снова установил джаву 8-й редакции и оно заработало ¯\_(ツ)_/¯, хотя раньше не желал запускаться с новой версией джавы
